Visiting the Centre

The Cessnock Waste Management Centre is located at 1967 Old Maitland Road, Cessnock 2325.

We are open 7 days a week from 8.45am to 4:30pm, except for Christmas Day, Good Friday and Cessnock City Council Picnic Day.

Packing your load

Make your trip to to the centre easier by packing your trailer or ute in the right order, so you can unload it at the various drop-off points quickly. For example, garden organics is your first stop, so it would need to be packed last and mixed waste packed first.

It's also important to secure and cover your load and make sure the weight is correctly distributed.

How much does it cost?

There's a cost for all of the waste management services offered at the Centre, from recycling to landfill. The most effective way to reduce the cost is through recycling and diverting material from landfill.

In NSW, waste facilities are licenced by the NSW Environmental Protection Authority (EPA). As part of this licence:

  • Council must pay the NSW State Waste Levy of $143.60 (2019-20) for every tonne received.
  • All waste must be recorded via a weighbridge (providing accurate records and recording both waste and recyclables) and a monthly report provided to the EPA.
  • Council's current levy contribution is in the order of $6 million per year.

Minimum charges for the site for 2019/20 are:

  • $3 for recyclable and recoverable materials (excluding problem waste)
  • $10 for mixed, special and commercial waste

Navigating your way around the site

  • All vehicles must go over the weighbridge to dispose of waste or recyclables at the site.
  • You'll be given a swipe card at the weighbridge that records your transaction.
  • If you're disposing of mixed waste, you'll drive over an internal weighbridge. Wait until you have completely stopped and swipe your card.
  • On exit, hand in your swipe card to finalise your transaction.

Safety on site

Safety procedures are in place for your protection and must be adhered to at all times.

  • Obey speed limits, signs and staff instructions.
  • Enclosed footwear must be worn.
  • Keep children and pets inside your vehicle.
  • No smoking on site.

Vouchers for bulky waste

Four waste vouchers are issued each financial year to all residential properties that receive a domestic waste service. Vouchers are attached to the first rates notice issued in July each year.

The following conditions of use apply:

  • Vouchers are only valid for use at the Cessnock Waste Management Centre.
  • Vouchers can only be used for domestic household waste.
  • Each voucher can be used to dispose of up to 500 kg of household waste. Loads over 500kg require additional vouchers or will be charges in accordance with our fees and charges.
  • Vouchers cannot be used for disposing of mattresses, tyres or special waste such as asbestos.
  • Vouchers are valid for 12 months.
  • Vouchers must be presented at the time of disposal.
  • Replacement vouchers will not be issued under any circumstances.

Vouchers are sent out with the Council rates notice as they are funded from the Domestic Waste Management Charge paid by the property owner. Renters are encouraged to request vouchers from their landlord/property manager.

Each voucher is given a unique bar code and is printed with the address of the property that can use it. Resale of vouchers may result in the voucher being rendered void. The voucher system is designed to assist residents manage their domestic waste disposal responsibly and abuse of this service, such as on-selling, may result in the system being withdrawn.

Commercial waste services do not include vouchers.

Who can apply for Alternate Waste and Recycle Vouchers?

Residential properties in the Cessnock local government area that are outside the domestic waste management service area (i.e. do not receive a kerbside collection) are eligible to purchase Alternate Waste and/or Recycling Vouchers.

The vouchers are for residential waste only and cannot be purchased by commercial premises or used for commercial generated waste.

What does the voucher cover?

Alternate Waste Vouchers allows up to 30 kg of mixed waste to be disposed of at the Cessnock Waste Management Centre. The vouchers cannot be used for special waste such as asbestos, tyres and mattresses.

Alternate Recycling Vouchers allows up to 30 kg of cardboard and commingled recyclables to be disposed of at the Cessnock Waste Management Centre. These vouchers cannot be used for any other waste.

What is the cost?

The cost of Alternate Waste Vouchers for 2019/20 is $60 per 10 vouchers (i.e. $6.00 each voucher).

The cost of Alternate Recycling Vouchers for 2019/20 is $28 per 10 vouchers (i.e. $2.80 each voucher).

Changes to voucher weight value for 2019/20

Alternate Waste and Recycling vouchers now have a weight value of 30kg, reduced from the previous weight of 65kg.

This change has occurred to ensure the fees per voucher adequately cover operational costs including the EPAs waste levy charge of $143.60/tonne for 2019/20.

How do you apply?

Complete the Alternate Waste/Recycling application(PDF, 386KB) and return to Council via mail or email.

Contact Customer Service Centre on (02) 4993 4100 to make the relevant payment.

Your application will then assessed and once approved your vouchers will be issued.

What is the minimum/maximum number of vouchers that can be purchased?

A minimum of 10 vouchers can be purchased per application.

A maximum of 104 voucher can be purchased per property each financial year.

Can I get a refund if I have vouchers left from last year?

Refunds will not be provided, however up to 10 vouchers from 2018/19 can be exchanged for current vouchers.

Vouchers must be exchanged between 31 July and 30 September.
