Background
Wollombi Road is an important east-west Rural Collector Road link connecting Wollombi, Millfield, Paxton and Bellbird to Cessnock.
Historically, Wollombi Road was part of the primary overland route between Sydney and the Hunter Valley, constructed by convict labour between 1826 and 1834. The road has since been realigned in many places and the original surface has been overlaid.
The Wollombi Road Rehabilitation Project aims to improve road user’s safety, access and comfort. Some sections of Wollombi Road have already been rehabilitated (Stages 1 to 6) to comply with contemporary standards and guidelines.
The overall project works include:
- strengthening and resurfacing of the pavement
- carriageway widening (where possible)
- drainage and culvert improvements
- cut and fill for improved carriage width (as required)
- line marking and installation of safety barriers and signage to make the road compliant

Scope of Work for 7.4
Construction works for the Stage 7.4 road upgrade on Wollombi Road include:
- shoulder widening
- road pavement rehabilitation
- new asphalt wearing course
- guardrail installation
- signs and line marking
- street furniture
- tree removal
Program
The works are scheduled to commence in May 2023 and are expected to be completed by July 2023 (weather depending).
Traffic Control
During the course of the works, there will be some unavoidable traffic disruptions, including the closure of one lane on Wollombi Road, Millfield.
Traffic control measures will be in place for the duration of the works and will include a combination of traffic controllers and temporary traffic lights.
There will be a temporary speed limit reduction within the work zone. During the construction works the speed limit will be reduced to 60km. During work hours 6.30am-5pm the speed limit will be reduced to 40km.
During construction, there may be disruptions to driveway access. On site staff will communicate in advance with affected residents.
Emergency Services
All emergency services will be notified of the road works and details.
Waste collection
Waste collection will not be affected during the works.
Location
The planned works are located on Wollombi Road, Millfield. They will commence approximately 1km west of Hayes road to Cedar Creek Road.

Stages 1- 5 Upgrades
Stages 1 to 5 of this project were completed from 2014 to 2018.
These works were funded from Council’s Capital Works Program and Roads and Maritime Services Regional Roads Repair Program.
Stage 6 Upgrades
Stage 6 works commenced in February 2020 and are now complete.
Upgrades included constructing a two lane, two way road with kerb and gutter, sealed shoulder and table drain along 2km of Wollombi Road from Millfield Public School east to One Mile Creek.
These works were funded from Council’s Capital Works Program and Roads and Maritime Services Regional Roads Repair Program.
Stage 7 and 7.1
Stage 7 of the Wollombi Road Rehabilitation Project works commenced in June 2021 and saw an upgrade to 4.1km of road from Owens Avenue, Millfield to Cedar Creek Road, Cedar Creek. It was a continuation of Stage 6 which saw upgrades to 2km of Wollombi Road from Millfield Public School to One Mile Creek.
Stage 7 works are now complete, which included:
- Rehabilitation of the existing road for 4.1km from Owens Avenue, Millfield to Cedar Creek Road, Cedar Creek
- Potential road widening of up to 2 metres in places (subject to the environmental report due to it being a heritage area)
- The existing road will be resurfaced
- New line marking, signage and safety barriers to make the road compliant with Regional Roads guidelines
- Upgrading the existing stormwater drainage and culverts
Stage 7.1 works commenced on Monday 5 July 2021 and are now complete.
These works included:
- Rehabilitation of 500 metres of road from Owens Avenue, Millfield towards Cedar Creek Road, Cedar Creek
- Road widening where possible, whilst minimising impact to surrounding environment
- Strengthening and resurfacing of the road pavement
- Line-marking, signage and safety barriers
- Cut and fill for improved carriageway width (as required)

Stage 7.2
Stage 7.2 of the works commenced in June 2022 and are now complete and saw an upgrade on Wollombi Road, Millfield, and continued from appx 2.8km west of Hayes Road and approximately a further 600 metres.

- new wearing course
- guardrail installation
- signs and line marking
- street furniture

Stage 7.3
Stage 7.3 of the works commenced in February 2023 and are now complete and saw an upgrade on Wollombi Road, Millfield, and continued from approximately 2km west of Hayes Road and for a further 600 metres.
