Littering and Dumping

What is litter?

Litter may be any material, substance or thing that is left or deposited in a place where, by its nature, it detrimentally affects the use of that place or the appearance or the material environment of the area in which it has been left.

Litter may be any of the following materials:

  • solid or liquid domestic or commercial refuse
  • plastic bags
  • cigarette butts
  • debris or rubbish
  • glass
  • metal
  • paper
  • fabric
  • wood
  • food
  • abandoned vehicles
  • abandoned vehicle parts
  • construction or demolition material
  • garden remnants and clippings
  • soil, sand or rocks
  • any material that is left in a public place that does not belong may be litter

Did you know you could be fined for not covering your load of waste on your trailer or ute?

Ensure each load of waste you are transporting is adequately covered. Uncovered loads can spill onto the road, creating pollution and litter. Dust, soil and litter that escape from uncovered loads can wash into stormwater drains and pollute waterways.

Litter from uncovered loads can also cause an accident through heavy objects dislodging and dust obscuring the vision of other road users such as motor bike riders and pedestrians.

Don't risk a fine in excess of $500.

Illegal dumping

Dumped material damages the environment and can harm wildlife and native flora.

Council will always try to identify the person responsible or the site from which the material came.

If you see someone dumping material in reserves, back streets or our bushland areas note the registration of the vehicle and report it to Council. Any dumped material should be reported, whether the person responsible is known or not, so that Council can take action to see to its removal.

Any person wishing to report illegal dumping should contact Council on 4993 4300 or council@cessnock.nsw.gov.au.

Did you know you can be fined or prosecuted for transporting waste to a place that cannot legally accept it?

Please check beforehand which facility can take your load of waste materials.

Cessnock Waste and Reuse Centre (4991 1115) is located at Old Maitland Road Cessnock.

Penalties of up to $250,000 apply for illegally dumped waste.
